Strengthening Health Systems

With stronger, more resilient health systems, we can increase access to equitable and sustainable health services.

Promoting Results and Outcomes through Policy and Economic Levers (PROPEL) Adapt, a five-year project funded by USAID, strengthens the health systems environment and helps health systems become more resilient, so countries can withstand shocks and stressors and continue to provide vital health services to all people.

PROPEL Adapt improves access to healthcare services, supplies, and information, with a focus on voluntary family planning and reproductive health (FP/RH), and the integration of FP/RH with HIV/AIDS and maternal and child health.

Our Work in Fragile Settings

A coalition of partners led by Action Against Hunger which includes Amref Health Africa and Pathfinder International is implementing PROPEL Adapt. Together, we have decades of experience working across the nexus of humanitarian, peace, and development contexts, supporting short-term and long-term health services for highly vulnerable people impacted by disasters, displacement, and other crises.

The fragility of these settings often arises from a complex interplay of socio-economic challenges, political instability, and environmental factors, exacerbating the impact of crises on already vulnerable populations. Shocks and stressors such as Ebola, COVID-19, political and social unrest, and natural disasters expose and increase countries’ vulnerability to adverse health outcomes.

How PROPEL Adapt Works

PROPEL Adapt works at the humanitarian-development-peace nexus, coordinating across local actors to improve preparedness and facilitate transitions from crisis to long-term recovery. Using a multisectoral approach, we support governments and local actors to strengthen primary health care, with the ultimate goal of advancing universal health coverage.

By working with partner government and local actors to strengthen policy, advocacy, financing, and governance, PROPEL Adapt can help build the resilience of health systems so countries can maintain continuity of services, information, and supplies.

Health Challenges Multiply in Crises

Shocks, stressors, and fragility exacerbate health issues and other challenges including sexual, reproductive, and maternal health for women and young people. The risks for maternal mortality, HIV, and sexual and gender-based violence increase during conflicts, natural disasters, and other crises.

Supporting Local Stakeholders

PROPEL Adapt places local stakeholders at the center of activity design, collaborating with policymakers, local civil society organizations, advocacy associations, and partner governments in locations such as the Democratic Republic of Congo, Nepal, South Sudan, and Ethiopia.

Local stakeholders play a vital role in shaping key advocacy messages and informing health financing activities . This inclusive approach ensures that PROPEL Adapt contributes to enhancing the enabling environment through sustainable approaches, facilitating increased access to high-quality health services for voluntary family planning, reproductive health, maternal and child health (MCH), and HIV/AIDS.

Focusing on Gender Equity

For health services to be equitable and sustainable, gender equity, diversity, and inclusion are key. PROPEL Adapt seeks to tackle the root causes of inequalities by empowering women, girls, persons with disabilities, and individuals with multiple intersecting identities, each having different FP/RH needs.

The project works to promote transparency and accountability empowering local actors to engage in policy dialogue and evidence-based advocacy. Additionally, PROPEL Adapt strives to ensure that the specific needs of these groups are met through sustainable health financing and improved governance.
